FRAMEWORK FOR ADDRESSING THE SEVERE CONSEQUENCES OF THE EBOLA SCOURGE

  • To mitigate a resurgence of the disease and related epidemics, as we now see with the corvid-19 outbreak and evidence elsewhere.
  • Purpose of persif is therefore to support government’s post-ebola recovery strategy (2015-2019).
  • African development bank, in partnership with the rural water supply and sanitation initiative (rwssi) trust fund provided usd 12.4 million the persif project.

PROJECT RATIONALE: CONTEXT

Prior to EVD in 2014, economy on the path of recovery and sustainable development.

Real growth rates of 15.2 and 20.1 percent in 2012 and 2013, respectively, propelled mainly by the boost in the mining sector (Iron Ore)

EVD outbreak reversed impressive gains and undermined the country’s growth trajectory.

CONCERNS AND SOCIAL ISSUES

  • Women suffered most from the economic impact- loss of livelihoods due to over reliance on informal trade and small businesses, etc.
  • Increase in urban youth unemployment, particularly in Freetown.

  • Reduced Social Protection- Increase in national poverty and vulnerability, particularly among children.
  • Water, Hygiene and Sanitation Sector: Compounded perennial problems of access to safe water and poor hygiene and sanitation practices.

Project Coordination; Oversight and Management

  • Project Advisory Board: Chaired by the MRU Secretary-General for project coordination between Sierra Leone and Guinea;

  • Project Steering Committee: Chaired by the Ministry of Finance for oversight as Government’s Executing Body. Membership across relevant MDAs and CSOs/NGOs

  • Project Fiduciary Management Unit (PFMU): Body in the Ministry of Finance for fiduciary management and project support services.

  • Project Coordination Unit (PCU): In the Ministry of Social Welfare as Executing Agency with a Project Coordinator and other Experts in M&E; Finance; Procurement; Community Development/Microfinance); Admin. Assistant; & Project Support Staff (Young Professionals).  All responsible for project management and day-to-day operations;
